GCI has been working with the South Africa Local Government Association
to train their staff and member municipalities to use the EarthCAT
planning process for sustainable development.  The training involves
practical skills and a conceptual framework based on the Earth Charter.
 Participants learn leadership and facilitation skills, how to work with
multi-stakeholder groups, conflict management, and systems thinking. 
They also learn how to help a large group develop a shared vision, and
then how to work from that vision to produce goals, targets, strategies,
and an action plan for implementation.
